Modular ERP and retail management for the U.S. Tax Court

The United States Tax Court was established as a forum, independent of the Executive Branch, for resolution of disputes between U.S. taxpayers and the Internal Revenue Service (IRS). The Tax Court comprises 19 presidentially appointed judges who operate out of Washington D.C. and designated trial locations across the nation. The Court’s mission is to provide taxpayers with a convenient and reasonable opportunity to appear before the Court.

Challenge

The U.S. Tax Court is a complex operation that was struggling to find a cost-effective platform for internal finance management. The Court’s procurement process was almost entirely manual, and the payroll requirements for federal judges made accounting a complicated task.

Responsibilities like managing the high transaction volume of various revenue sources, including filing fees and taxpayer requests for case documents, strained internal resources. Outside agencies often stepped in to support the backlog of work. The Court needed a better way to effectively meet the needs of the American people.

Solution

The U.S. Tax Court selected Arctic IT to implement a modular ERP solution on the Microsoft Dynamics platform. The new system was composed of Dynamics Great Plains (GP), Dynamics Retail Management System (RMS), and Ariett Purchase Requisition software. 

To meet the complex federal accounting, payroll, and procurement requirements for the Court, Arctic IT rose to the challenge and developed a number of custom functions that were not available with any off-the-shelf system. These functions replaced many of the paper and manual processes, accomplishing business efficiencies within the system itself.

Results

The new ERP solution allowed the U.S. Tax Court to manage complicated financial processes internally, rather than outsourcing as in the past – and in a more cost-effective manner. The reduction in manual processes and the ability to manage procurement and travel workflows inside the system saved significant time for the procurement team and clerk of the court.

Being on the Dynamics ERP platform gave the Court confidence in a solution that is backed by the world’s largest software company – Microsoft. The Dynamics integrations and similarities with Microsoft Office (the most commonly used productivity applications on the market) increased user buy-in and reduced the learning curve for Court staff.
