Job Summary

The Senior Proposal Manager’s primary responsibility is to lead and manage the development of complex, high-value proposals in response to solicitations. This role involves coordinating cross-functional teams, establishing proposal strategies and schedules, ensuring compliance with solicitation requirements, and producing compelling, high-quality content that aligns with the company’s objectives. The Senior Proposal Manager oversees the entire proposal lifecycle, from pre-RFP planning through final submission, while driving effective communication, ensuring adherence to deadlines, and incorporating win themes and key differentiators to enhance competitiveness. Strong leadership, writing, organizational, and analytical skills are essential for success in this role.

Essential Functions

  • Manage and document the overall process used by the DTG family of companies to develop solicitation responses. 
  • Lead and manage the overall formal solicitation response from solicitation release through evaluation notices with contracting officers. 
  • Assist in evaluating potential business opportunities and providing recommendations on bid or no-bid decisions. 
  • Collaborate with leadership across all business units to determine the strategic approach for each proposal. 
  • Coordinate and communicate with internal stakeholders to gather necessary technical and management information, translate it into easily understandable proposal content, and ensure alignment with proposal objectives. 
  • Develop, manage, and implement proposal plans, timelines, and compliance matrices. 
  • Conduct thorough reviews of all solicitation documents to understand client requirements and expectations to ensure both compliance and responsiveness to the client’s issues/needs. 
  • Develop all necessary proposal documentation (e.g., compliance matrixes, proposal outlines, writing assignments, responsibility matrices, proposal-related customer questions, annotated outlines, color review management, finalized proposal documents, oral presentations, lessons learned, etc.) to win the assigned bid. 
  • Develop compliant outlines for proposal volumes that incorporate Section L and M specifications (or other solicitation instructions to offerors) and the overall proposal strategy. 
  • Conduct quality reviews of proposal documents to ensure accuracy, completeness, and compliance with solicitation requirements. 
  • Set schedule and facilitate proposal strategy/review meetings to identify qualifications, personnel, and/or technical solutions, etc. 
  • Facilitate and lead proposal team meetings, such as kick-off meetings, proposal team standup meetings, color reviews, and other meetings to gather feedback and address concerns as needed. 
  • Meets proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; and transmitting proposals. 
  • Oversee the final assembly and submission of proposal documents, ensuring all requirements are met within customer-defined timeframes. 
  • As an interested and vital team member, find new ways to implement best practices and standards for proposal development, improve quality, and streamline efficiency. 
  • Team-oriented with a proven ability to track and manage multiple proposals simultaneously with an outstanding ability to work with people at all levels. 
  • Stay updated on industry best practices and incorporate them into the proposal development lifecycle. 
  • Improves proposal-writing results by evaluating and re-designing processes, approach, coordination, and boilerplate, implementing changes. 
  • Leads internal “lessons learned” meetings to find ways of improving the proposal process. 
  • Utilize Generative Artificial Intelligence tools to help increase teams proposal bandwidth. 
  • Create and maintain proposal templates.  
  • Maintains quality results by using templates; following proposal-writing standards including readability, consistency, and tone; and maintaining proposal support databases. 
  • Obtains approvals by reviewing proposals with key providers and stakeholders. 
  • Participate in Federal Services strategic planning sessions, including providing lessons learned from proposals and providing subject matter expertise when relevant and serves as a key member of the Federal Services strategic planning team. 
  • Updates job knowledge by participating in educational opportunities; and maintaining personal networks. 
  • Accomplishes organization goals by accepting ownership for accomplishing new and different requests; and exploring opportunities to add value to job accomplishments. 
  • Effectively communicates with the team, the company, and the customers. 
  • Responsible for the overall production, packaging, and delivery of proposals. 
  • Serves as the quality assurance function for final products, ensuring quality and compliance. 
  • When necessary, serves as a liaison between subcontractors and/or prime contractors. 
  • Other duties as assigned.

  • Manages, trains, advises, and motivates team members to their full potential. 
  • Holding regular meetings with colleagues to discuss workloads, priorities, and schedules and to generally discuss overall team performance. 
  • Lead professional development initiatives to ensure the team stays relevant to the operational and sales processes and technology, including certification, training plans, and execution. 
  • Develops, coaches, and provides training opportunities for all direct reports based on the assessment of individual needs to ensure critical leadership development. 
  • Lead performance management for team members as well as provide frequent informal feedback. 
  • Initiates and participates in staff performance evaluations, compensation, and development of personnel including performance improvement plans, disciplinary actions, and/or terminations. 
  • Create career growth and learning plans (intra- and inter-functional), performance reviews, and goal planning for team members. 
  • Identify strengths and issues; drive and develop better behavior to create strong team members (team building, skill enhancement, training). 
  • Participate actively in the recruiting process for team members as well as rapidly onboard new team members. 
  • Encourage and support employee engagement to enhance the success of Arctic IT.

Qualifications

  • Bachelor’s degree in Business or equivalent education and experience. 
  • 6+ years of technical proposal management with federal, state, and local government, and commercial proposal expertise preferred. 
  • Proficiency in Shipley Associates methodology is required. 
  • Proficiency in proposal development software and Microsoft Office Suite, including Teams. 
  • Association for Proposal Management Professional Certification (APMP) is preferred. 
  • Knowledge of U.S. Government structure, and agency acquisition procedures. 
  • Familiarity with various industries and the ability to quickly grasp complex technical concepts. 
  • Experience in writing, editing, design, layout, and proposal production. 
  • Applicants are subject to government security investigations and must meet eligibility requirements related to the clearance process. 
  • Must have a valid state driver’s license, reliable personal transportation, and auto insurance.

Working Environment

The majority of work for this role is performed in a home office and interacts with a wide variety of people with differing functions, personalities, and abilities. Telecommuters are expected to have sufficient home office space that appears neat, organized, and professional when in video meetings. Travel is required occasionally.
